Our Chair, Jeffrey Parnes, will cover his appraisal of the section's path over the last year including these topics:

Succession
ASQ issues with membership and financial
RU accounting
Membership involvement

Our Chair Elect, Guoling Chin, will cover her thoughts on the section's path forward including these topics:

RO and Program forecast;
Continue to engage and recruit new SLC members to support the section operations;
Aim to streamline and standardize a few SLC processes to improve member experience.

Speaker Background:

Jeffrey Parnes our chair, is currently retired. His product assurance career started 50 years ago when he became a Quality Assurance Trainee for the Defense Contract Administration Services (DCAS).

As a Defense Logistics Agency (DLA) employee, his responsibilities included wood products, computer software, statistics and Defense Supply Center operations.
In the private sector, Jeff has worked for various firms in the Washington Metropolitan area, including:
- Computer Sciences Corporation as a computer scientist working as a sub for Boeing supporting the Peace Shield Project
- Hughes Training Corporation as a software quality manager and configuration manager on a variety of trainers (V22, LCAC, T45, & RAF F-16)
- Advanced Communications Systems as support for Space and Naval Warfare Systems Command (SPAWAR)
- Orion Scientific supporting the Defense Intelligence Agency (DIA)
- Planning Research Corporation/Northrop Grumman supporting multiple computer and hardware system deployments
- Electronic Data Systems supporting the Federal Reserve
- Unisys supporting multiple computer system deployments
- ITT as a product assurance manager supporting the FAA's Automatic Dependent Surveillance – Broadcast (ADSB) systems deployment
- Maximus supporting nationwide and state health care systems
- Various contractors (ASM Research, Accenture Federal Systems, CSRA, and others) supporting Department of Veterans Affairs system deployments and upgrades

Jeff has been a member of ASQ Section 0511 since its formation in 1983, having joined ASQC in 1979. He has served multiple terms as the section's Treasurer and Chair, and has maintained the ASQ0511 website since before 2007. He is also a board member of the Configuration Management Working Group of Metropolitan Washington.

Guoling Chen, MD/MBBS, CMQ/OE (ASQ) Sr. Director, Quality Operations, IN8bio, has 15 Years experience in health care and research, with 11 years in clinical cell therapy manufacturing quality operations and/or GMP clean room operations, over 8 years in a management role. Certified Manager of Quality / Organizational Excellence by ASQ since 2020. Specialized in genetic hearing loss, inner ear hair cell research, pancreatic islet cells and hematopoietic stem cells research and manufacturing for transplant, Gamma-Delta T Cells clinical trials, with more than 25 publications, presentations, and over 100 citations records, in international scientific journals and conferences in the field of clinical research and cell therapy.
