Chair — Guoling Chen


• Guoling Chen, MD/MBBS, CMQ/OE (ASQ) Sr. Director, Quality Operations, IN8bio, has 15 Years experience in health care and research, with 11 years in clinical cell therapy manufacturing quality operations and/or GMP clean room operations, over 8 years in a management role. Certified Manager of Quality / Organizational Excellence by ASQ since 2020. Specialized in genetic hearing loss, inner ear hair cell research, pancreatic islet cells and hematopoietic stem cells research and manufacturing for transplant, Gamma-Delta T Cells clinical trials, with more than 25 publications, presentations, and over 100 citations records, in international scientific journals and conferences in the field of clinical research and cell therapy.

ChairElect — Larry Hunt


• Larry Hunt , CSP, CDPS, CISS, CISA, USAF Veteran and Senatorial Medal of Freedom Recipient, is a strategic federal growth leader with 20+ years of experience driving capture and business development in VA, HHS, DHA, DOD, DHS, DOJ and other civilian agencies. Scaled a firm from $7.5M to $650M by aligning outreach, teaming, and modernization strategies with evolving agency priorities. Leader with extensive experience driving strategic planning, digital solutoning, marketing, business development and capture, ISO, CMMI, CMMC implementation and compliance. Proven track record in achieving 45% Win Rate in past 8 years for BD/Capture targets while implementing robust quality GovCon management system. Skilled in negotiation, risk management, fostering innovation and operational excellence across mull-billion-dollar programs.
  Targeted Services, most recent in AI, ML, LLM, Agile IT Professional Services, Enterprise solutions and Digital transformation following Industry Best practices and Shipley Framework when conducing Capture, BD, Proposal Management and building strong pipeline.

  Secretary — Jeff Cadel
  

• Jeffrey S. Cadel Certified Master Black Belt (ASQ Certified Black Belt) & DMAIC Instructor Technical Program Manager- Corning Inc.- Retired
  Program Manager responsible for the development, scale up, and deployment of new products with sales exceeding $50M/yr.
  Certified Six Sigma Master black belt and ASQ Black Belt with experience in manufacturing improvement using DMAIC tools. DMAIC instructor.
  Certified innovation black belt with experience in developing new products and process introductions in a number of businesses and technologies.
  Engineering Associate- recognition representative of the top 5% of engineers within Corning Inc.

Treasurer — Muzaffar Zaffar


• Muzaffar Zaffar is a Quality Professional with extensive experience in both software development and pharmacology. He is the Lead SQA Engineer at US Pharmacopeial (USP) in Rockville, which is an independent, scientific non-profit organization focused on building trust in the supply of safe, quality medicine. His expertise includes developing testing plans, implementing risk mitigation strategies, communicating process improvements across teams, resolving conflict between teams, and ensuring that product and software adhere to the organization and industry standards. He also has vast experience developing new SQA teams for offshore offices.

  Muzaffar is an ASQ Certified Software Quality Engineer (CSQE) since 2011. He also holds multiple IT Infrastructure Library (ITIL) certifications and is a Certified Specialist in IT Management Leadership. He has served as the Section's Certification Exam Proctor since 2014 and its Education Chair since 2016. Outside of work, he is a day tracker and hiker, having hiked the world's three (3) tallest mountain ranges: Himalaya, Karakoram, and the Hindu Kush.
