Rob Chen is a passionate leader with a 20+ year proven track record of successfully leading and executing large information technology programs and generating growth. He has specialized technology expertise that covers full life cycle software engineering, systems integration, and data/information management, and emerging technologies on large, complex enterprise systems in both the commercial and federal market space.
His career has spanned nearly two decades beginning as senior developer and working in progressively more responsible positions as an IT program manager, Director, and eventually various executive roles for a portfolio of IT development and operations federal customers. Rob is currently in a VP role and oversees and develops an account portfolio of close to $100 million of annual revenue at many Federal agencies.

He has the demonstrated ability to bring a diverse team together for a common goals while incorporating new requirements and client-directed changes to complete difficult projects on time for satisfied clients. One of these projects was managing and leading USPS' mission critical business application which sees close to $40B in annual revenue through the system. The migration from a legacy system resulted in significant time and cost savings for all stakeholders. Highlights of his career include the capture of multiple large IDIQ contracts, including a $210M single award IDIQ for Software Engineering and Development Services (SEDS) at USPS and multiple task order awards under the JMAS IV IDIQ for the Administrative Office of the US Courts (AOUSC) totaling close to $300M. He also has a passion for coaching, mentoring and advising small businesses and proteges and helping set them up for future success.
Rob's education includes a Bachelor of Arts in Biology from the University of Virginia and PMP from the Project Management Institute (PMI). He resides in Fairfax VA.
